Is the rotation saved permanently?

Yes. The downloaded file keeps the new orientation; it is not a temporary view rotation.

Can I rotate only certain pages?

Yes. Leave the page field empty to rotate the whole document, or list page numbers to rotate only those.

Will this fix upside-down scans?

Yes. Choose 90, 180 or 270 degrees to correct pages that were scanned in the wrong direction.
