The text layer is preserved. Scanned pages and photos change most, and the compression level you choose controls how much.
How much smaller will the file get?
It depends on the content. PDFs with high-resolution scans or photos shrink a lot; text-only documents gain far less.
Can I get the file under a specific size, like 200 KB?
You can try a stronger compression level. Check the result before using it, especially small text, signatures and stamps.
